Is Morgan View Apartments Owned by MSU?
No. Morgan View Apartments is a facility owned and controlled by the Maryland Economic Development Corporation (MEDCO). Capstone On-Campus Management is agent to MEDCO in the operation of Morgan View Apartments. Morgan View Apartments is considered university-affiliated housing, since it is located on the campus of the Morgan State University and operates with the oversight of MSU; however, Morgan View Apartments IS NOT owned by MSU. All questions and concerns regarding the Morgan View License should be directed to Capstone On-Campus Management at [email protected] or (410) 435-8900.
What are the eligibility requirements for living at Morgan View Apartments?
To qualify for residency at Morgan View Apartments, students need to be in good standing at Morgan State University, Baltimore County for the entire term of the license. Undergraduate students are required to have 30 credits recognized by MSU prior to applying at Morgan View. All residents must be enrolled full-time at UMSU. Undergraduates must be enrolled in at least 12 credits. Graduates must be enrolled in at least 9 credits. You must also have and maintain a gpa of 2.0. Any outstanding balances with Morgan View Apartments or MSU must be below $250, or a financial hold will be placed on the student’s account and they will not be able to participate in the application process until the balance is resolved.
What is a Guaranty of License and why do I need one?
A Guaranty of License establishes a Guarantor for your license who agrees to be financially responsible should you fail to fulfill the payment obligations of your license. This person must be at least 24 years old. Guarantors must be U.S. residents and have a U.S. bank account. Students often, but certainly not always, use a parent or guardian as their Guarantor. The Guarantor will be required to sign a Guarantor Form during the licensing process, after your apartment term and type is assigned to you. All prospective residents are required to have a Guarantor, and will be unable to move in without a completed Guarantor Form on-file.

Amenities include study spaces, community lounges, on-site management, maintenance services, and resident programming.

What if I don’t have a roommate in mind?
No problem! As part of your housing application, you’ll complete a preferences section to help us match you with compatible roommates.
Our team carefully reviews these preferences to create the best possible match. You’ll be able to view your roommate’s contact information in the housing portal approximately 30 days prior to move-in.

How can I pay my bill with Morgan View Apartments?
Rent payments can be made through the Resident Portal or by certified check or money order. Please note, cash is not accepted.
What is EZPay ?
EzPay is a program where Morgan View can request your funds from Morgan State to cover the rental rate for the semester Even if you receive scholarships, loans, or other financial aid, you may still enroll in EZPay.

If your request is not approved for EZPay Morgan View will notify you Rent is due on the 1st of each month Late fees are applied after the 10th Payments may be made online through the Resident Portal or in the leasing office Cash payments are not accepted
What Does EZPay Cover?
EZPay applies to monthly rent only. It does not cover: Parking passes Fines Key replacements Lockouts Any other non-rent-related charges These charges must be paid out of pocket.

Are pets allowed in the apartment?
Pets are not permitted unless they are approved Emotional Support Animals (ESAs). Residents must provide proper documentation for ESA approval. Failure to submit required documentation or having an unauthorized pet may result in fines.
Are drugs or alcohol allowed on campus?
This is a dry and drug-free campus. We follow the same guidelines set by Morgan State University. Any resident found in violation of this policy may be subject to fines and additional disciplinary action.
